Underpass Road and Austin Road Flyover Serving the West Kowloon Cultural District



The accessibility of the West Kowloon Cultural District (WKCD) and all future venues depends on the provision of an efficient and effective internal transportation system.

The main spine of the vehicular network within the WKCD site, and an integral part of the WKCD basement structure, is the underpass road. This will connect all of the district’s arts and cultural facilities, as well as all hotel, office and residential facilities, with a centralised road network, providing major entry and exit points to and from the WKCD. Diverting traffic underground through the underpass road will allow more space to be freed up at ground level for pedestrians and cyclists, as well as for open public areas and park.

The underpass road is a designated project under Schedule 2 of the Environmental Impact Assessment Ordinance (EIAO), and requires an environmental permit for its construction and operation. In November 2013, the Environmental Impact Assessment Report for the WKCD development was approved under the EIAO, and an environmental permit for the "Underpass Road and Austin Flyover serving the WKCD" was obtained.
